JOB SUMMARY: Vacancy Identification Number (VIN): 865442The Clinical Teaching Coordinator must be a licensed pharmacist who is responsible to manage and coordinate comprehensive clinical pharmacy specialist activities in the ambulatory care and inpatient settings located within the VA Maine Healthcare System. The incumbent operates on a broad delegation of authority with independence of action to coordinate all aspects of clinical pharmacy services to the medical center and related Community Based Outpatient Clin! ics (CBOCs). This position oversees activities where the incum! bent has full and final technical/administrative authority over the work, which requires coordination and integration of work assignments with other service lines.These activities include supervising Clinical Pharmacy Specialist and Clinical Pharmacy Technicians in a variety of settings including but not limited to; anticoagulation management, chronic disease state management, pharmacokinetic dosing, Home Based Primary Care (HBPC), geriatrics, spinal cord injury, oncology, rural health and mental health. Incumbent is also responsibility of drug information, training and education, telephone care services, drug conversions and patient correspondence.An all-service VA Pharmacy in an all-season recreational getaway! The VA Maine Healthcare System is seeking an outstanding pharmacist to serve as a full-time Clinical Teaching Coordinator. VA Maine Healthcare System serves approximately 40,000 Maine veterans. The main campus is in Augusta and there are nine outpatient clinics situated throughout the state. - Responsible for patient care activities involving innovative methods of health care design and delivery.
- Promotes a patient-focused, team-based multi-disciplinary model of pharmaceutical care to promote drug prescribing, med! ication monitoring and drug laboratory review that assures positive outcomes from medication use. Enhances current pharmacy system to place pharmacists into an environment of direct patient and prescriber contact, where Pharmacists also have unrestricted access to clinical information. This system provides exceptional, timely pharmaceutical care services to all medical center patients.
- Responsible for utilization reviews and analysis of medication treatment modalities.
- Develops, organizes, manages, and coordinates programs in all areas of clinical practice.
- Responsible for leadership roles in the educational process for all pharmacy staff and medical center provider staff. Includes educational programs for nurses, physicians, dentists, dieticians, etc., as well as Pharmacy Service staff.
- Responsible for pharmacy extern teaching programs. Maintains faculty appointment with affiliated college(s) of pharmacy to provide active participation i! n teaching programs of undergraduate and graduate students.
- Re! sponsible for conducting and designing research protocols and programs. Participates either independently or as a member of a team.
- Provides consultative services and drug information to all individuals of the medical center and affiliated clinics.
- Edits the Pharmacy Newsletter and other service publications.
- Resource individual and voting member of the Pharmacy and Therapeutics Committee.
- Coordinates and supervises Pharmacy Service staff in patient counseling and training programs.
- Assesses, identifies, and provides care that recognizes the differing developmental and treatment needs of male and female adult and/or male and female geriatric patients, which are the patient population served.
- Identifies and supports education needs and requirements for other Pharmacy Service staff.
- Maintains library and Drug Information Center.
- Promotes all Residency activities as serves as a mentor to the Residency Prog! ram Director(s).
- Ensures employees meet all mandatory requirements for training.
- Maintains Basic Life Support (BLS) certification.
- Responsible for policies, procedures, and recommendations in clinical and quality assurance programs. This includes but is not limited to the role of Anticoagulation Coordinator as required under The Joint Commission National Patient Safety Guideline and relevant protocols for the safe and effective use of anticoagulation.
- Develops performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies and identifies areas for improvement as needed. Effectively manages personnel and works towards resolving all labor relations issues.
- Responsible for supervision of clinical programs and guidance of all clinical staff. Establishes work schedules an! d allocates staff as needed to provide adequate coverage. Maintains tim! e and attendance records and approves leave.
- Responsible for designing teaching programs for clinical staff.
- Participates in Committee assignments and chairmanships as appropriate.
- Responsible for utilization review, JCAHO reports, and other administrative reports as required.
- Responsible for overseeing all investigational drug protocols and insuring proper record keeping.
- May be designated to assume responsibilities and to act in the position of all Pharmacy Service supervisory staff, including the Chief, Assistant Chief, Outpatient Supervisor or Inpatient Supervisor.
- Ensures pharmacists understand how to report actual and/or potential medication errors or adverse events and participates in quality improvement initiatives to promote patient safety. Actively participates in the Adverse Drug Reaction (ADR) reporting program.
- Works with the Clinical pharmacy staff and providers to ensure staff adhere to formulary ! process so that patients receive the most cost-effective drug therapy.
- Functions as a Program Manager to all Clinical Pharmacy Specialist regarding planning, directing, controlling, and coordinating comprehensive clinical pharmacy services to the Medical Center and the Community Based Outpatient Clinics.
- Maintains good communication with all Clinical Pharmacy Specialist with regards to formulary, policy and process changes.
- Effectively organizes workload, plans short and long range objectives/goals, solves problems, and achieves established goals within budget and staffing constraints.
- Incorporates performance improvement (PI) activities into Clinical Pharmacy services. Develops quality assurance criteria, monitors and evaluates quality of care provided by Clinical Pharmacy Specialists.
- Works with other pharmacy managers and staff to identify areas of duplication of efforts and develops s! olutions to streamline processes, reduce waste, save costs and improve ! patient care.

QUALIFICATIONS REQUIRED: Candidates must meet all the requirements identified in the VA Qualification Standard for Licensed Pharmacist, GS-660 as set forth in VA Handbook 5005/36, Part II, Appendix G15 dated August 16, 2010. http://vaww1.va.gov/ohrm/Directives-Handbooks/Documents/5005-36.doc1. Graduate of aa baccalaureate degree in pharmacy (BS Pharmacy) or Pharm.D. program of an approved college or university. The degree program must have been approved by the ACPE or AACP. Confirm approved degree programs at: http://www.acpe-accredit.org/.NOTE: Graduates of foreign pharmacy degree programs or those who graduated from a U.S.-based non-ACPE accredited degree program meet the educa! tional requirement if their degree is found to be equivalent to degree ! programs recognized by the ACPE.2. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.3. Pharmacists must be proficient in verbal and written English as required by 38 U.S.C. 7402(d), and 7407(d).4. The Applicants application packet/resume must demonstrate the following:
a. Comprehensive knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy such as quality assurance/utilization review, informatics systems, drug information, etc. This level of knowledge is usually characterized by at least 1 year of experience in a specialized clinical area or advanced training/certification;
b. Comprehensive knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, pharmacoeconomics and pharmacotherapeutics. This level of knowledge is usually characterized by at least 1 year of experience in a specialized clinical area or adva! nced training/certification;
c. Skill in monitoring and assessing the outcome of drug therapies including physical assessment and interpretation of laboratory and other diagnostic parameters;
d. Knowledge of the design, conduct, and interpretation of controlled clinical drug trials or other research related to health care;
e. Ability to communicate orally / in writing to persuade and influence clinical decisions;
f. Comprehensive knowledge of DEA, FDA, VA, the State (Territory of District of Columbia, if appropriate), TJC and other standards related to the distribution and control of scheduled and non-scheduled drugs to both inpatients and outpatients (including research and investigational drugs).5.
