An all-service VA Pharmacy in an all-season recreational getaway! The VA Maine Healthcare System is seeking an ! outstanding pharmacist to serve as a full-time Outpatient Pharmacy Manager. Must have a) completed an ACPE-accredited Pharm.D. program, b) ability to communicate orally and in writing to persuade and influence clinical and management decisions, c) expert understanding of regulatory and quality standards, d) ability to solve problems, coordinate and organize responsibilities, and maximize outcomes, e) expert knowledge of a specialized clinical pharmacy practice, and f) advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

The Outpatient Pharmacy Manager must be a licensed pharmacist who is responsible to manage and coordinate comprehensive pharmaceutical care activities in an ambulatory care setting for medical and surgical programs located within the VA Maine Healthcare System. The incumbent operates on a broad delegation of authority with independenc! e of action to coordinate all aspects of outpatient pharmacy s! ervices to the medical center and related Community Based Outpatient Clinics (CBOCs). This position oversees activities where the incumbent has full and final technical/administrative authority over the work, which requires coordination and integration of work assignments with other service lines.

These pharmacy activities include outpatient prescription processing and dispensing, overseeing the processing of workload for the CBOCs, e-pharmacy program, Fee Basis program, Home Based Health Care, controlled substance distribution and accountability, drug information, seamless transition between inpatient and ambulatory care, outpatient consulting, training and education, telephone care services, consolidated pharmacy inventory and supply management and new programs relating to the outpatient pharmacy section. Incumbent is also responsible for supervising the procurement of pharmaceuticals and supplies.

The hospital! has a modern operating room and 67 acute care beds. There are also 65 ! skilled longer stay beds, a 25-bed Dementia Unit, and a Hospice Care Unit. The hospital, itself, is well maintained. It sits on 500+ acres and is the first veterans' healthcare facility established in the United States. The Lewiston Maine CBOC is a 30,000 square feet of primary care and mental health outpatient treatment facility, newly constructed as of 2012.

Administrative/Supervision:
Manages the consolidated inventory program, the drug accountability program and controlled substances program for the Outpatient Pharmacy. Coordinates with other departments and agencies to effectively maintain resource accountability.
Develops performance s! tandards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies and identifies areas for improvement as needed. Effectively manages personnel and works towards resolving all labor relations issues.
Establishes work schedules and allocates staff as needed to provide adequate coverage. Maintains time and attendance records and approves leave.
Assesses workload shifts throughout the day, identifying backlogs and makes staffing adjustments as needed to meet organizational goals. Works with the Inpatient Pharmacy Program Manager to ensure continuity of patient care for patients being discharged.
Develops and establishes policies and procedures defining operational requirements.
Ensures assigned administrative projects and reports are submitted in a timely fashion.
Effectively utilizes the Veterans Integrated Systems Technology Architecture (VISTA), Computeri! zed Patient Record System (CPRS), Optifill and Bar Code Medication Admi! nistration (BCMA) computer systems as well as other automated pharmacy equipment and computer software systems.
Assists in assuring that the Outpatient Pharmacy program is compliant with all regulatory and accrediting body requirements, i.e. - The Joint Commission, OIG, SOARS, FDA, ASHP.

Program Management:
Functions as a Program Manager to the Outpatient Pharmacy regarding planning, directing, controlling, and coordinating comprehensive distributive outpatient pharmacy services to the Medical Center and the Community Based Outpatient Clinics.
Maintains good workflow patterns to keep outpatient prescription waiting time to less than 30 minutes while ensuring accurate dispensing and record keeping.
Effectively organizes workload, directs outpatient activities, plans short and long range objectives/goals, solves problems, and achieves established goals within budget and staffing constraints.
Incorporates performance improvement (PI) activit! ies into all areas of the outpatient pharmacy section. Develops quality assurance criteria, monitors and evaluates quality of care provided by Outpatient Pharmacy Section and reports results to appropriate Pharmacy Managers and Staff.
Monitors and controls the use of budgeted funds. Monitors fund control point activity and ensures accountability to regulations regarding pharmacy purchases.
Oversees day-to-day maintenance and operation of pharmacy equipment and automation of pharmacy equipment and subsystems of the Veterans Health Information Services. Utilizes available reporting functions to optimize the efficiency of these systems.
Works with other pharmacy managers and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs and improve patient care.

Clinical:
Promotes a patient-focused, team-based multi-disciplinary model of pharmaceutical care to promote drug prescribing, ! medication monitoring and drug laboratory review that assures positive ! outcomes from medication use. Enhances current pharmacy system to place pharmacists into an environment of direct patient and prescriber contact, where pharmacists also have unrestricted access to clinical information. This system provides exceptional, timely pharmaceutical care services to all medical center patients.
Works to develop and maintain a system that aids pharmacists in identifying actual or potential drug-related problems at the front end of the order thereby eliminating duplication of efforts, reducing medication errors and increasing patient satisfaction.
Assures that pharmacists provide patient medication counseling by verifying patient understanding of the medication, proper medication use, expected outcomes, how to obtain refills of medication and how the current prescription will be processed.
Participates in the provision of pharmaceutical care support services as required including drug distribution, drug information, database management and! documentation of interventions.
Ensures pharmacists understand how to report actual and/or potential medication errors or adverse events and participates in quality improvement initiatives to promote patient safety. Actively participates in the Adverse Drug Reaction (ADR) reporting program.
Works with the Clinical pharmacy staff and providers to ensure staff adhere to formulary process so that patients receive the most cost-effective drug therapy.

Education:
Assists in the training of pharmacy employees, and Doctor of Pharmacy students as assigned in Outpatient Pharmacy.
Collaborates with Clinical Pharmacists on pharmacy training and development, to promote the learning experience and improve the performance of pharmacists, pharmacy technicians, pharmacy interns and students.
Participates in all aspects of training such as conducting on-the-job training, conducting in-services, and monitoring performance.
Ensures employees meet all m! andatory requirements for training.
Maintains Basic Life Support (B! LS) certification. QUALIFICATIONS REQUIRED:

1. Graduate of a Pharm.D. program of an approved college or university. The degree program must have been approved by the ACPE or AACP. Confirm approved degree programs at: http://www.acpe-accredit.org/ .

NOTE: Graduates of foreign pharmacy degree programs or those who graduated from a U.S.-based non-ACPE accredited degree program meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE.

2. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

3. ! Pharmacists must be proficient in verbal and written English as required by 38 U.S.C. 7402(d), and 7407(d).

4. The ApplicantÂ's application packet/resume must demonstrate the following:
a. Comprehensive knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy such as quality assurance/utilization review, informatics systems, drug information, etc. This level of knowledge is usually characterized by at least 1 year of experience in a specialized clinical area or advanced training/certification;
b. Comprehensive knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, pharmacoeconomics and pharmacotherapeutics. This level of knowledge is usually characterized by at least 1 year of experience in a specialized clinical area or advanced training/certification;
c. Skill in monitoring and assessing the outcome of drug therapies including physical assessment and interpretation of laboratory and other diagnostic paramete! rs;
d. Knowledge of the design, conduct, and interpretation of cont! rolled clinical drug trials or other research related to health care;
e. Ability to communicate orally / in writing to persuade and influence clinical decisions;
f. Comprehensive knowledge of DEA, FDA, VA, the State (Territory of District of Columbia, if appropriate), TJC and other standards related to the distribution and control of scheduled and non-scheduled drugs to both inpatients and outpatients (including research and investigational drugs).
